Bangalore Political Action Committee (B.PAC) is a non-partisan citizen’s group (Trust) working since 2012 to improve governance in Bengaluru and to enhance the quality of life of every Bengalurean. B.PAC is specifically targeting good governance practices, integrity and transparency in all arms of the government, improving the quality of infrastructure in the city and creating a safer city where the rule of law is ensured for its residents. The B.PAC Civic Leadership Incubator Program (B.CLIP) is a transformative initiative designed to cultivate a cadre of knowledgeable civic leaders dedicated to enhancing city governance. Through a blend of classroom training and hands-on field projects, B.PAC selects, trains, and mentors individuals, equipping them with essential skills in public policy, municipal administration, and electoral dynamics.

B.CLIP leaders partner with B.PAC and civil society to tackle civic challenges, aims to provide a platform for passionate citizens to enter public service and act as a pressure group to bring in transparency and accountability into the political and administrative system

Over 9 batches in 10 years, B.PAC has trained over 355 B.CLIP leaders across Bengaluru and 50 Civic leaders are undergoing training in batch 10 during 2025. Among them, more than 200 B.CLIP leaders are politically active, with many working closely with the MLAs of their respective Assembly Constituencies and holding senior positions across various political parties. The program emphasizes the importance of strategic planning, policy formulation, and community engagement to enhance the city’s resilience against climate-related impacts.

Bengaluru, known for its rapid urbanization and technological advancements, faces significant challenges due to climate change. The increasing frequency of extreme weather events, such as floods and heatwaves, necessitates a comprehensive approach to urban resilience. This program seeks to engage political leaders in meaningful discussions and actions that will shape the city’s climate policies and initiatives.

The Bengaluru City Political Leadership Engagement Program on Urban Climate Change and Resilience Plan is a vital initiative aimed at equipping political leaders with the knowledge necessary to combat climate change effectively. By fostering collaboration and community engagement, this program aspires to create a resilient urban environment that can withstand the challenges posed by climate change, ensuring a sustainable future for all Bengaluru residents.

The program is intended to further create a collaborative opportunity for Political leadership and neighbourhood communities to discuss and create hyperlocal solutions at wards and blocks.
